수변은 치수 중심의 공간에서 일상적 공공공간으로 전환되었고, 이용도 산책 위주에서 러닝·라이딩 등 활동 중심으로 확대되고 있다. 하지만 현재 수변 활성화 정책은 감성적 체류 프로그램이나 단순 쉼터 조성에 머무는 경우가 많아, 이용 경험을 단조롭게 만들고 오히려 활성화를 저해하기도 한다.
본 제안은 확산되는 러너·라이더 문화에 맞춰 수변 거점을 만드는 것이다. 경인 아라뱃길 판개목 쉼터는 한강과 아라뱃길이 만나는 지점으로, 러너와 라이더가 모였다가 흩어지는 흐름의 결절점이다. 이곳에 러닝·라이딩 활동을 지원하고, 수변에서 자연스럽게 확장·조직화될 수 있는 베이스캠프형 거점을 구축한다.
The waterfront has shifted from a flood-control space to an everyday public realm, and its use is expanding from walking to activity-based practices such as running and cycling crews. However, current waterfront activation policies often focus on sentimental stay programs or simple rest-stop facilities, which can make the experience monotonous and even hinder active use.
This proposal suggests a waterfront hub that responds to the growing runner and rider culture. The Pangaemok Shelter on the Gyeongin Ara Waterway—where the Han River and the Ara Waterway intersect—is a key node where runners and cyclists converge and disperse. Here, we propose a basecamp that supports running and cycling culture and enables these activities to naturally expand and become organized along the waterfront.
